Title: Why am i getting cameras under ground?

I have shot 615 images with an inspire 1. they are JPEG and have Long, Lat, info etc.
When importing the photos into photoscan i get dots showing me all the locations so Im confident in Photoscan understanding the data. but when I align cameras, using Ground control or generic, I get a ferris wheel running under ground too. Any ideas? This usually works on most scans but on 2 of my sites im getting this. The bigger problem is its spraying points high up and underground. I have no confidence in proceeding to dense cloud or meshing.
