1.0.0 Scaling with two markers at a known distance

Hello,
Within previous versions one could set the scale using Tools > Set Reference Distance using two markers/points at a known distance.  This tool is not longer available in 1.0.0 and I see the Markers and Scale Bars panes in the Ground Control tab, but can't see how to set the distance anymore. Any help would be greatly appreciated.
