Misalignment between Laser Scan and Photogrammetry Point Cloud

Hi All,
I'm wondering if anyone has thoughts on how to correct a significant misalignment between the terrestrial laser scan and the photogrammetry-generated point cloud. The only thing I can think of is to manually add markers to the scan images and photos, but I don't have high hopes for that workflow.

This is only occurring in a portion of the model, and the attached snapshot shows an example at the stairs (with point colors displayed by confidence value). The lower confidence points in the snapshot align with the registered laser scan and are correct.

Perhaps I misunderstood how the algorithms work, since I had assumed that the geometry would be "fitted" to the registered laser scan.

As always, any input is greatly appreciated.

It explains how MS handles Scan alignment + Photos

Looks like photo misalignment in that area
