Improving quality of images

I have a project with images from different light conditions. Attached please see  the image. The model I m getting  don't have good points. Is there any chance to use 3rd party software to improve bad images. Doe it make sense to use Photoshop . Has any one experience with improved quality.

Have it captured to RAWs ?

Use Photoshop raw converter ( Mini Bridge ) . Lights -100 % . Shadow + 100 %
Then adjust the brightness so that the histogram is evenly .


If the image is too much noise revving sharpen with simultaneous luminance .
