I've created nice models of short vegetation (sagebrush, bitterbrush, willows, etc.) and the one thing I've learned to try to avoid is wind that moves the veg. That's a model killer. Sometimes it's just not possible to avoid, and in such a case I find taking more photos with 80-90% overlap helps. Not all points will be retained during optimization because of poor base to height ratio, but it at least allows image alignment whereas often 60% overlap in such conditions fails.
