Error: not enough reference data

I have encountered the error message 'not enough reference data' in two different projects and I was wondering what it means?

In one case I have aerial images in different chuncks. They all have eight GCP in the same coordinate system. The error message showed up when I tried to merge the chunks. But I the software did merge the chunks without any problem.

The other case are two chunks of the facade of the building. I do not have GCP in this project but there is sufficient overlap between the two chunks. I was able to align the chunks (a [R] appeared next to the two chunks) but when I tried to merge them the error message came up. Then the [R] vanished  next to one of the chunks. I should mention that the photo's of the two chunks where taken with different camera's.

Could anybody give some extra info on this error message and why it emerges?
