Printing to scale

Is it possible to create a file that is to a certain scale and that I can export to print. The goal is to measure objects with a ruler on paper.

Try using QGIS. You should be able just just drag and drop a Geotiff into it. Then use print composer to print it off. It might take a little while to figure out however the results are worth it!
